Upstate New York is a dump, agree or disagree?

I live in NYC, and I went upstate to check out the homes since they were priced very low. I went to Buffalo, NY in fact. The place is a dump with high crime and ghettos everywhere. Some of the homes were miniature in size. I was shocked how different a few miles away from NYC was so bad. Even the roads were broken down.
