Privileges and Immunities Clause - College Tuition?

Under the Privileges and Immunities Clause in the Constitution state nonresidents must be treated the same as the state's residents? If so, how come colleges charge students nonresident tuition fees if they haven't lived in the school state for at least 2 years? (I think it's 2 years, but I'm not sure.)
