Iran plans 10 nuclear facilities!?

Iran is planning to build 10 more nuclear facilities. Isn't this simply asking for war? Why would they do that right now? Israel has just proposed a beginning of negotiations with Palestine by putting a lot of things into negotiation. Why would Iran want to start something?
